Description

Adds support for TRT 11 Multi-Device (MD) ops: All to All, Scatter, and Gather, along with tests

Type of change

Please delete options that are not relevant and/or add your own.

  • New feature (non-breaking change which adds functionality)

I think instead of the large try and accepts, we could have a decorator similar to the ones here just to keep the code clean https://github.com/pytorch/TensorRT/blob/main/py/torch_tensorrt/_features.py
